puppetlabs and torproject APT repositories added to apt-cacher

Hello,

By request, apt.puppetlabs.com and deb.torproject.org have been
added to the apt-cacher:

    https://tools.bitfolk.com/wiki/Apt-cacher

So if you make use of either of these repositories you can now do so
through that if you wish.
