I think they wanted to make it simpler by having the generated IPv6
address be the globally-unique identifier as well. If they used all
of fc00::/7 then anyone using a ULA already would run into
difficulties.
It is a bit nasty though - and at best squats on 200::/7 which no
other project would now be able to do.
