Speaking as a hobby user who never gets even close to the limit I would not
want to occur substantial charges and have no problem with having my
service suspended. I would not quibble with having an extra charge of a
month or two. After all it can only be the customer's fault for not
monitoring the usage or reading emails.

Another hobby user here. While it would be a little inconvenient to be cut
off it would be greatly preferable to an enormous bill. I think a
user-configurable limit would be the way forward, if only because you're
likely to get a lot of variation in what people consider an acceptable
point to cut off service. Us personal users will have a different pain
threshold than someone who's got commercial interests, for example.

I've got both what I would consider a personal VPS as well as a more
commercial VPS. For the personal VPS, I wouldn't care if it got immediately
firewalled if I hit the transfer target, but for the commercial VPS I
wouldn't want it to lose connectivity, even if it tripped into unexpected
costs (double or triple). TBH, I keep an eye on the transfer emails for
this very reason; I'd renegotiate with Andy before it got to that stage,
but I'm not one of the outliers...

Also: would a hard cut disturb the Xen shell access? If not, a hard cut after a certain
amount of traffic and/or time without response from the customer could be an option.
Further (but still SMOP), an analysis in cases of sudden spikes could trigger automatic
blocking of specific URIs, to dam up the sudden traffic from a meme gone viral. That
should, of course, be up to the customer to sort out, but I'm sure you could offer an
out-of-the-box experience as a service for a setup or monthly fee (if you want to).
