You might choose for your VPS to be moved if you ask for more RAM and/or disk and there isn't enough available on the host you're currently on. It might also happen without any choice if there's a problem with the host you're on requiring you to have your service moved to a different one. I think it would be a really bad idea to make your kernel/userland not support all of the above CPUs, but I don't think that would be very easy to do since they all have very similar features.
