You might be out of luck using the bitfolk apt-cacher, as it looks as
if etch has been removed from ftp.uk.d.o (and has been for some time?)
ftp://ftp.uk.debian.org/debian/dists/
...so you may have to use an archive mirror which has etch (oldstable)
available. Furthermore, security support for etch has been
discontinued, so I strongly urge you to upgrade to lenny ASAP.
