PayPal are very much on the side of the buyer and I believe if
there is a dispute over an electronic purchase then the buyer
always gets a full refund. So that's an option.
And it would be possible to get a refund on a direct debit, or a
chargeback on a card.
I don't have any doubt that I will get the money back, one way or
another. I do doubt that I can ever trust 123-Reg's systems again.
