Google is worse as there's absolutely no possibility of an individual response to an issue, it'll just be down to what you can get out of any rejection message and a generic "things you might be doing wrong" page. Sometimes you are doing something wrong, sometimes you aren't. Hotmail/Outlook not quite as bad as although the exemption process will often end with a "not eligible for escalation" response, you can just keep asking and eventually they will.
