So I've been a bit of a slacker and fallen behind on OS upgrades. This is
where I am:

Distributor ID: Ubuntu

Will I hit kernel problems if I upgrade the OS without the kernel, or the
kernel without the OS?
Is there a recommended/tested kernel package?

I can't answer your query directly, but if you use webalizer for
analysing web stats, then you need to be aware that
the upgrade that will come between Ubuntu 8.4 and ubuntu 10.4 are
incompatible with each other.
You can get webaliser working again if you delete the webalizer.current
file(s) but that will remove all old stats.
All my sites have just lost all their historical stats. :(

You should be able to go through every version of Ubuntu through
Intrepid to Lucid (or Maverick). At least one customer has done it.
I would have thought it will be easier just migrating to a new VPS though:

Yep, this is how I've
done it - a lot easier - and it's always nice to
have a fresh box..
