"nice" will do it for CPU, but unless you're planning to peg the CPU
at 100% for days I wouldn't worry about it, as CPU usage usually
isn't a problem.
I don't think there is a good solution for disk IO, which is more of
a problem. "ionice" will manage the priority of a task but I
believe only in relation to other tasks on your VPS.
