I'd suggest manually installing Asterisk on Debian with FreePBX. I've
done this for my personal PBX on my personal xen VM host.
At $Job-1 when I worked in VoIP, we used to use VMs for small office
systems however we never really load tested it as number of concurrent
calls [the key factor for PBX's) never really exceeded the hardware
capabilities. I know we probably did 4 concurrent calls on them but I'm
not suggesting that was anywhere near the limit.
With VMs and older versions of Asterisk there were timing issues with
things like conference calls and hold music. I'm told these have been
fixed in current versions of Asterisk but I've never experienced the
issues so I can't offer any personal experiences.
Asterisk scaling is a black art and relies of a variety of factors -
what kind of scale are you anticipating?
