Could you ask them to add a simple message to their home directory via
ssh thus proving they have access to the account?
Google do something similar, asking customers to add a randomly
generated subdomain to the dns records.

I thought Steven meant do it before, or when, switching off the password
reset feature. A small txt file carrying a passphrase or something. But
that is less secure than registering a key. I would have thought. If a
person is so security aware that they switch off the password notify
function, I would have thought that they would have a pgp key.
