Having just tried, I am left with a VPS with no external networking.
Looking at the launchpad bug tracker, there have been problems with this.
I have tried one of the solutions there via logging in through the xen
console without getting it to work, but it is complicated by trying this on
my phone in terms of sorting it out.
Fortunately, it wasn't doing anything much - almost no additional packages
were installed - so at the moment, I have turned it off and will wait for
the installer to do a fresh install.

The contents of /etc/netplan/50-cloud-init.yaml look to be right, and
that's the only file in that directory.
But if I try to ping say the 85.119.80.232 nameserver, it gives a "Network
is unreachable" error.

Hi Ian,
Was this an upgrade from Ubuntu 22.04 to 24.04 using
"do-release-upgrade -d"?
So let's see output of:
ip link
ip a sh
ip ro
cat /etc/netplan/50-cloud-init.yaml
I'll take a guess that Ethernet interface has changed name from eth0
to enX0.

Yes, that is what happened. Editing the yaml file to reflect that and
rebooting worked.
I did notice an update to the 22.04 cloud-init package last night, but
looking at another VPS it doesn't look like it's prepared for this change,
so anyone else trying this needs to be prepared better than I was.
Many thanks, particularly for the xen shell making it possible to talk to a
VPS that doesn't want to talk to the rest of the net...

For everyone else, there were a couple of discussions about this here in
the middle of last year when Debian went through the change in network
interface names..
.. long enough ago for me to forget about them, blush.

Okay I'm glad it was that simple. I didn't think to mention it as I
felt like I'd been through it so recently with Debian 12. I realise
now that many Ubuntu users won't have paid any attention to what
happened with Debian 12 so I will need to mention this ore
prominently.

The other thing that caught me was that I don't think this happens on a
'normal' desktop upgrade of Ubuntu vs one that gets its info via cloud-init
and is on a Xen-based VPS.

Are you sure?
Predictable Network Interface Names have been a thing since udev
v197 about 10 years ago:

The only thing that stopped it happening to Xen VMs was that udev
did not know what a Xen network interface was until recently.
cloud-init doesn't choose interface names - that all happens with
udev way before cloud-init is run.
On desktop I find most people don't notice because NetworkManager
just does DHCP regardless of what the network interface is called
and they never need to look.
I would have to type "ip link" to tell you what the name of my wifi
interface is now on Debian 12, and I've been using this laptop for
13 months. Oh, it's wlp166s0. If I found myself needing to know that
often then I'd probably use a .link file to rename it to something
of my own choice.
