This is a basic issue of Debian administration. If you deleted the
files then simple package reinstall won't put them back.

from several people. I
wonder, would I be better off just forgetting it, uninstalling apache and
using something like lighttpd.
If you end up deleting the config files of lighttpd or any other
Debian package then you will have the same issues reinstalling them.
I ask this as a genuine request for opinion as I have
absolutely
no experience at all with "lighty" and have seen mixed reviews.
You will find it easier to get assistance with Apache issues because
more people use Apache.
