I thought that's fairly common.
One reason why I never let the merchant convert the currency.
On a related note - On a swiss train ticket matchine, it offered me a
ticket for 17 Swiss Franc AND the option to pay in pounds. the option
to pay in pounds meant "pay 17 GBP instead of 17 Swiss Franc". Well,
never since... (it's currently 1 Swiss Franc == 0.88 GBP, was way lower
even back then)
