No, ISPs do not have to actively monitor traffic - they simply have to
notify subscribers if a copyright holder accuses them of breaching
copyright (technical measures, e.g. disconnection, will not be
used for at least one year according to government ministers).
Nevertheless, it is against the Terms and Conditions [1] to violate
English law.
Or, I'm exaggerating?
