I'm pretty certain the only time I've
seen the Cellular Data Network
option is on jailbroken phones - the carrier settings are locked down on
all supported carriers as far as I know.
It depends on the carrier - you could view/edit APN settings on O2
when I was with them but when I changed to 3 (same phone) their
carrier settings disabled that option.
