I'm on an un-jailbroken iPhone 4S with the Cellular Data Network option there - and I'm certain it was there on my iPhone 4 before (also not jailbroken). I'm on O2 though - I know settings can vary from carrier to carrier, so maybe they're blocking you changing the APN settings...
