My painful experience is that no user can be trusted to set a secure
password. It is possible to argue that people "should know better",
but it's easier just to assume that they don't.
After all, people who buy VPSes "should know better", but clearly
they don't. :(
If it was commercially viable I would provision VPSes with Fail2Ban
configured to begin with.
