Debian Testing, but I believe recent Ubuntus may suffer the same issue.

The default banning is only for a few minutes.
On the other hand, you could just leave it running for
a few hours to
days and see whether it is firewalling people in the way you expect it to.
The problem is that ssh on an obscure port will probably not get any attacks
for months.
