start from scratch and giving up for another year.

I did suggest
34sp.com, who are a good webhost and have a £4.95 (inc
VAT) 'professional hosting' package. They include a 'one-click' install
for Joomla and once Joomla is going it's just click to update with in
the major version. Even if the one click doesn't work, you'll just have
to do a few more clicks to do it 'manually'. 34sp support is good and
I'd hope that they have a decent security setup on their servers.
They're also doing 2 months free at the moment.

Currently the newest version is 3.2, which will move up to 3.5 (as their
LTS style offering). The current LTS is 2.5.
Moving from 2.5 to 3.2 is a fair bit of faff (mainly as you normally
have to make fairly major changes to your template). Going from 3.2 to
3.5 is less faff.
I can see why Joomla might be the best for this chap. But warn him to
be vigilant.
