A phrase you would look for is BYOIP (Bring Your Own IPs) which is relatively common, it's just the aspect of sponsoring a PI allocation which I am not sure about. It may be hard to find or expensive when you do. Becoming a LIR yourself currently costs €1,000 sign up and then each year there is a membership fee which is altered yearly. In 2024 it was €1,550.
