Seems like it could be a bug in that DNS library when doing a transfer
from PowerDNS servers. All the BIND servers I've tested against
(including a copy of your zone on one of those) send the AXFR as one
response, but yours sends it as two responses, one of which only has an
SOA record in it.
I'm sure this is perfectly valid and anyway as you note, dig is able to
parse it.
Anyone else have a PowerDNS server that they wouldn't mind letting me do
an AXFR from? If so, my IP is 81.187.218.242, please let me know the
zone off-list. I'd like to see if it happens with all zones on all
PowerDNS servers.
