your distribution, package version etc. This is a known bug.
Which distro? Debian puts that line into jail.conf, and it seems to be
banning correctly.
And don't forget to test that fail2ban is actually
banning!
Do make sure you have another way in to hand before you try that! :)

On the other hand, you could just leave it running for a few hours to
days and see whether it is firewalling people in the way you expect it to.
