I agree; having thought about it some more, I cannot hope to inform
everyone of what might happen and given the unsociable hours that
people generally prefer such work to be done at, it's not reasonable
to expect people to be around to fix their clocks/ntpd.
The effect is neat (everything appears to survive through a reboot
of the host machine), but the clock side effects cause too much
surprise to people not aware.
So, I won't be attempting that again.
I've added a feature request to the tracker for people to be able to
choose whether their VPS is suspended or shut down:

Anyone who is particularly wanting that feature should feel free to
vote it up.
