So their requirement will be at least one of those, but yes they do
say best to have both (and DMARC).
Note also that it's already the case that they might decide that in
certain circumstances they want to see one or more of these things
and they won't publish what those circumstances are - can even be
"random sampling".
So effectively it's already been the case for ages that if you want
to get mail into gmail you should use SPF and DKIM.
I hope SPF alone is enough.
