Short answer: yes, that is what will happen.

When this started just under two weeks ago there were three servers
which were too full. Now there's two and they're both getting close
to being drained enough. But they won't get all the way there
without some customers on them volunteering to have their VPSes
moved (or if some cancel their service).
It helps me to hold the others back too, because when someone asks
for their memory upgrade I can make a determination of whether it is
best to move them or not.
For example, macallan has plenty of spare memory (40GiB in excess of
what will be required to double everyone currently on it), but it
has almost no storage left. If someone with 100GiB of storage on
there asks for their memory upgrade I'd be better off moving them to
one of the other servers that has plenty of SSD but little memory,
instead of doubling them in-place. It potentially gives me room to
put 8 other customers back onto macallan in their place.
At the same time, I don't want to deny anyone their memory upgrade
if they want it, as it is something that new customers can get right
now. So anyone who asks will get it, perhaps with a move between
servers required.
I think it will be best to stick to that plan for at least a couple
of weeks yet, as otherwise there may be some customers on those two
servers who will be stuck. I may not be able to move them because
the servers with spare memory won't have enough spare storage.
In the mean time if you want the memory upgrade just ask and you
will get it - but maybe with a move to another server being
required.
At some point the remaining upgrades will be done in-place and you
will just need to reboot.
