I'm guessing the deb upgrade did an apache
reload which may not be
sufficient to fully restart the master apache process.
I suspect it did nothing to Apache as the Apache package wasn't
upgraded…
You have to check for binaries that have loaded libssl with
something like:
# lsof | egrep 'lib(ssl|crypto)' | cut -f1 -d' ' | sort -u
and then restart them (or reboot).
