I'm not sure whether this suits your needs or not, but my previous
employer did payment gateway services for organisations without merchant
accounts at a cost of 5.5% per transaction.

Your website would redirect to the payment gateway, in the same way as
any checkout redirects via Verified by Visa or Mastercard Securecode. I
don't think there is an API for you as such but the checkout was
customisable in appearance to some extent I think.
Not sure if this works out any cheaper for you compared to the other
options, but it is another option.
