Hi,
I think it's hoping that not everyone implements
it and gets the
benefits! If everyone greylisted, it would stop working as the spambots
would have to be made compliant.
Fortunately, they don't, so they're not, so it works.
Greylisting is more of an economic thing than an arms-race thing.
