Consider using the Spamhaus ZEN[*] DNS blocklist as your first line of
defence. The spam you quoted would have been blocked since it's
currently listed both in the PBL and the XBL/CBL (although it was
added to the CBL on the 20th, for participating in a botnet):

The PBL lists "dynamic" IPs and others that should not be sending e-mail.
