The email that it produces displays fine for me, and for three other
people using Outlook, but NOT for the person who is seeing £ mangled
to £ in the billing renewal emails. They get everything similarly
mangled.

I can't see anything wrong with that - obviously won't look correct
in your browser but should if imported into an email client.
They DO receive correctly encoded emails from me personally so it IS
possible to get it right, I just don't know what I am missing.
Anyone got any ideas?
