The draft OFCOM code for this has been published:

At the moment it specifies ISPs with more than 400,000 subscribers,
of which there are only 7 in the UK. As long as this doesn't
change and as long as BitFolk doesn't grow by three orders of
magnitude, then BitFolk does not appear to have any obligations
under the Digital Economy Act.
Assuming this remains the case, then we will be treating DEA
infringement allegations the same as we currently treat any other
infringement allegation. We will:
- pass them on to the customer operating the IP address concerned
- request confirmation that the customer has received the allegation
- confirm to the sender that the person responsible for the IP
address has received their allegation and that no further action
will be taken.
