I've had a more thorough check and it appears that
several of my
Debian 11 (bullseye) hosts do have this file
(/etc/systemd/network/99-default.link) either as an empty file or a
symlink to /dev/null. I also found a Debian 9 (stretch) VM with it.
So it seems like if you did a clean install of stretch, buster or
bullseye then maybe you got that.
Just checked mine and the two Bookworms (Bitfolk VM and physical server at home) don’t
have it. The physical server was a clean install of Bullseye and the Bitfolk VM has been
upgraded a number of times. I have a clean install of Bullseye on a VM and that doesn’t
have it, either.
The only server that I have it on is a Pi 4B running Raspberry Pi OS (Bullseye) and that
was a clean install. It’s symlinked to /dev/null.
