If there is enough 'value' in stealing accounts, the phone numbers get
hijacked before requesting the reset.

Also not everyone is in the UK, yes I know you can do cheap SMS over the
net, but those services can have problems sending to all networks.

Google's evil because they won't stop there, they try to add all the
various pieces of your life to try and predict what will make you more
likely to buy stuff.

That assumes everyone has a mobile phone.

OK! most people geeky enough to want to run a VPS _will_ have one.

I actually have one but rarely use it and it is the most basic nokia
pay as you go phone I could get. It will send text messages but thats
about the extent of its 'advanced' features.

I only got a mobile phone as I needed a way of contacting emergency
services and the like whilst out in the wilds on my mountain bike.
If I'd not had that need I'd probably still not have a mobile phone.
