And what about situation when customer doesn't have goverment-issued ID with his name in latin alphabet?(such things can be solved by checking customer's country..)
My is just ask permission to charge small (<10 GBP) amount of money from last used card and ask customer exact amount(after verification just credit money to customer)

What about a scan of a government-issued ID (eg passport/driver's license), and perhaps a quick Skype video call to prove that I actually had said document in my possession (as opposed to just having an image file which could have been)?
