Have you tried running top in another SSH session to see if
there’s a CPU/memory spike at those times? It might also be worth connecting
one SSH session to the console, and seeing if you get the same delays then. Try
pinging out to google.com from the console, and see if the ping gets affected
by these ‘pauses’.

Same here. Timeouts, huge ping
latency and then everything normal again. And then timeout... fafa.
At first I tought it's because of my location (Estonia), but now...

And running Debian Etch.
I've now captured one of these pauses and, apart from a tell-tale absence
of packets during the pause, there's nothing that I can see amiss. There
are only half a dozen packets over the "pause" window, some of which
are
(attempted?) retransmissions.
