It seems to me that the best way forward would be for it to be hosted on a VPS and managed by someone with the smarts to do it. The “management” will cost him somewhat, but that is a tradeoff he will have to make to keep his designer.

If the site is really as simple as you’ve been lead to believe, it is always possible that Joomla could manage the content, but the site be served from snapshots. That would at least mitigate the security concerns somewhat.
